Spiro’s expertise in structural engineering, his comprehensive understanding of NYC Building Code and Rule requirements, and experience working on a variety of parking structures has culminated in the prestigious achievement of receiving his QPSI certification through the New York City Department of Buildings (DOB).
Both New York State and New York City have rigorous inspection standards. The state requires inspections every three years by licensed professional engineers, while the city, under Local Law 126 of 2021, mandates inspections by Qualified Parking Structure Inspectors (QPSIs). QPSIs are experts in assessing structural features and deterioration factors of parking structures, capable of identifying issues, conducting root cause analyses, and providing remediation support.
Qualified Parking Structure Inspector
Local Law 126 of 2021, added to Title 28 of the Administrative Code, mandates initial observations of parking structures by a Qualified Parking Structure Inspector (QPSI) or under direct supervision. A report must be filed with the NYC DOB by August 1, 2024. Additionally, the law requires annual observation checklists to be completed by or under direct supervision of a QPSI.
Spiro has demonstrated proficiency in evaluating existing structures, conducting structural analyses, performing inspections of structural framing, assessing building stability, conducting special inspections, and preparing reports. He has contributed to projects spanning from parking garages to multi-story residential and mixed-use structures. After conducting QPSI parking structure inspections under the direct supervision of a qualified parking structure inspector, Spiro has earned the designation of QPSI himself.
