NYCDOT Harper Street Administration Building Redevelopment

Positioned strategically at 32-11 Harper Street in Queens, NY, the Harper Street Yard has been an integral asset to the NYCDOT’s operational framework for 85 years. Encountering issues typical of urban industrial zones, such as decrepit infrastructure, subpar facility layouts, and critical stormwater management deficiencies, all compounded by flood risks from proximal Flushing Creek, the site required a significant revamp to sustain its functional viability.

As a critical member of the design-build team, we contributed multi-discipline design efforts to transform the Harper Street Yard into a resilient, LEED Gold-targeted hub. The project centerpiece, a new 70,000-square-foot Administration Building, will supplant obsolete structures, streamlining workflow and bolstering staff amenities with state-of-the-art operational facilities, including comprehensive departmental spaces, a modernized fleet maintenance suite, and enhanced personnel support zones.

Multidisciplinary Engineering Solutions

This redevelopment encompasses a total retrofit of the 170,000-square-foot site with an emphasis on sustainability and resilience. Demonstrating our integrated engineering capabilities, the project aligns structural, civil, geotechnical, marine, and facade engineering disciplines to deliver a cohesive and high-performing redevelopment solution, backed by continuous support through the construction phase.

Structural Engineering

Tailored to endure NYC’s stringent Building Code and FEMA’s flood zoning, the Administration Building incorporates advanced floodproofing techniques with wet and dry floodproof elements to maintain operational integrity during severe weather events.

Civil and Site Engineering

Redesign efforts focus on site regrading, enhanced ingress and egress optimization, and a new layout for pedestrian and vehicle circulation, substantially upgrading safety and accessibility while addressing historical drainage issues. Our team’s solution also incorporated relocating storage that was previously housed within a semi-permanent tent structure in the yard area into an elevated warehouse portion of the new building structure. This allowed for improved vehicular circulation as well as additional parking spaces for DOT fleet vehicles.

Geotechnical Engineering

In-depth subsurface examinations have informed robust foundation designs and construction methodologies, ensuring structural stability amid challenging urban conditions.

Marine and Coastal Engineering

Given the site's proximity to Flushing Bay, flood mitigation is paramount. A robust design featuring a 380-foot concrete platform and perimeter flood wall, along with strategically placed deployable flood barriers, fortifies the site against storm surges and sea-level rise.

Facade and Envelope Engineering

The architectural envelope is engineered to achieve LEED Gold standards, with meticulously detailed wall systems and connections that enhance the building's energy performance and durability.

This project not only revitalizes a key component of NYC’s transportation infrastructure but also sets a new standard for sustainable urban redevelopment in the AEC industry. By addressing both current infrastructural deficits and anticipating future environmental challenges, the Harper Street Yard is poised to remain a critical node in NYC’s transportation network for future generations.
